The Community Service Agencies (CSAs) are designed to ensure coordinated and accessible care for youth with Serious Emotional Disturbances (SED) who require or are already utilizing multiple services, or who are involved with various child-serving systems such as child welfare, special education, juvenile justice, and mental health. JRI serves as the Community Service Agency (CSA) for four regions: Cape Cod & the Islands, Lawrence, Taunton, Northeast, and the Dimock Area, which includes most of Boston.
System of Care (SOC) hosts monthly System of Care Committee meetings to establish and sustain collaborative partnerships among families, parent/family organizations, traditional and non-traditional service providers, community organizations, state agencies, faith-based groups, local schools, MassHealth and its contracted Managed Care Entities (MCEs), and other community stakeholders.
Family-Based Intensive Treatment (FIT) is a specialized service offering a combination of medically necessary, intensive family therapy with robust Care Coordination and Family Partner engagement for MassHealth youth with serious emotional disturbance (SED). The FIT team is made up of a Master’s-level Clinician, a qualified Paraprofessional staff, and a Family Partner. The overarching aim is to strengthen family systems, prevent hospitalization and transition youth to less-intensive services within 4-6 months.
Intensive Care Coordination (ICC) utilizes the four phases of the Wraparound care planning process to assist youth, and families identify needed services and supports. Every youth engaged in ICC is supported by a dedicated Care Coordinator and a family-driven, youth guided team that collaboratively plans and ensures access to individualized services.
Family Support and Training (Family Partner) is provided by trained individuals with lived experience as caregivers of youth with behavioral health needs; as well as experiences navigating youth-serving systems. Through a structured, one-on-one, strength-based relationship, Family Partners offer peer support, system navigation, and guidance to help families of youth with SED access and engage with services.

ICC is designed to help children and youth with complex and challenging behavioral, emotional, and mental health needs. ICC facilitates care planning and coordination of services for youth under the age of 21 to maintain and improve their ability to experience successful outcomes at home, in school, and in the community.
Family Partners use their life experiences of raising children with social, emotional, or other special needs to support caregivers in maintaining consistency and stability in the home.
Community Service Agency services are available to MassHealth-enrolled youth under 21 with serious emotional disturbance (SED) who meet the medical necessity criteria. To make a referral, please contact the Program Director for the appropriate area:
